President of Kyrgyzstan Sadyr Japarov has signed amendments to the law “On State Guarantees to Ethnic Kyrgyz Resettling in Kyrgyzstan.”
The law revises the concepts of “kayrulman” and “kayrulman status.” Now, they provide not only a legal but also a social status, confirmed by a special document – a “kayrulman” certificate,Economist.kg reports.
Granting a social status and having a confirming document will allow ethnic Kyrgyz to receive guaranteed social benefits from the state, including:
Medical assistance in state medical institutions; Land plots of the category of settlement lands for the construction and maintenance of a residential house and for personal subsidiary farming.
The majority of potential resettlers to Kyrgyzstan reside in Afghanistan and Pakistan – around 5,000 people. Some of them have already resettled in the mountainous regions of Kyrgyzstan with similar climatic conditions, where ethnic Kyrgyz live.
Traditionally, ethnic Kyrgyz reside in several countries worldwide, including China, Afghanistan, Pakistan, Turkey, and Russia. The largest population of ethnic Kyrgyz is in two regions of China – Xinjiang and a small area near Fuan in northern China.
In Xinjiang, ethnic Kyrgyz number almost 200,000 people and form the Kyrgyz Autonomous Area of Kizilsu within the Xinjiang Uygur Autonomous Region of China in the western part of the country with the capital in Artush.
