President Abdel Fattah El-Sisi's decision, concerning the approval of bill number 171 of 2023 regarding the National Coalition for Civil Developmental Work, comes after it was passed by the House of Representatives. This decision is in line with the directives of President Abdel Fattah El-Sisi, the President of the Republic, to support the groups most in need of care and most deserving. It aligns with the efforts of the National Coalition for Civil Developmental Work according to the coalition’s social protection plan, which was developed to provide necessary support to the most needy families in all provinces of the republic to alleviate their burden.
This is also a measure to mitigate the negative effects of the global economic crisis, contributing to the achievement of sustainable development goals across all sectors and integrating them within various branches of the Egyptian state in line with Vision 2030 of Egypt.
The law serves as a clear message from the political leadership that civil society organizations are key and primary players in the developmental process, offering support and care to various societal groups, especially those most in need of care, and expanding the scope of activities and services. The coalition has succeeded in enhancing the right to development and considering it one of the most important priorities of work.
The president's ratification of the law at this time, coinciding with the two-year anniversary of the launch of the national strategy for human rights which works to promote respect and protect all civil, political, economic, social, and cultural rights of the Egyptian citizen, is a clear indication and belief that the development process is linked to human rights, a role that the National Coalition for Civil Developmental Work has undertaken across the republic.
Since its inception, through initiatives and projects, it has worked to intellectually and socially build the Egyptian citizen and strengthen their various rights.
The law comes in light of the continuous achievements of President El-Sisi on the ground. President Abdel Fattah El-Sisi is the first to sponsor the National Development Coalition. President El-Sisi's support for developmental work in Egypt is unprecedented, and the coalition has allocated 15 billion Egyptian pounds targeting the neediest families in Egypt.
The National Coalition targeted 30 million citizens in the form of aid at various levels, targeting 25 million citizens in the form of foodstuffs and 5 million citizens with medical services, and 40,000 small and micro-projects for the neediest citizens. The coalition has worked on establishing a unified database for civil work, and it promotes a culture of volunteerism.
The coalition will be central with branches in many provinces, in addition to targeting Arab and African countries.
The efforts of the National Coalition in enhancing civil work within the Egyptian state come through unifying the efforts of major Egyptian civil work institutions to achieve development and service activities within all provinces of the republic, supporting various state institutions in alleviating the burdens on citizens, and meeting their needs. The National Coalition for Work represents law number 171 of 2023 regarding the National Coalition for Civil Developmental Work, according to Article 23, the first general assembly of the coalition should convene upon the invitation of the President of the Republic within a month from its establishment date.
The law stipulates that the eldest member of the general assembly presides over the meeting and is responsible for electing the first board of trustees for the coalition according to the rules and procedures established by this assembly, as an exception from the provisions of Article 11 of this law.
President Abdel Fattah El-Sisi's approval of the law concerning the National Coalition for Developmental Civil Work aims to enhance the role the coalition plays in development processes, indicating that the coalition represents the developmental arm of the government.
The law of the National Coalition for Civil Work serves as an umbrella for the coalition to contribute to the role it is performing, steadily moving towards the implementation of the targeted objectives within the pathways of comprehensive development in the new republic.
Under the guidance of President El-Sisi, the National Coalition has become a substantial force for volunteer work, representing a significant shift in deepening the concept of volunteering in civil work and community development, mobilizing individual and collective efforts to bring about further social and economic development in collaboration with state agencies.
The law aligns with the human rights strategy to complete the national developmental trajectory through the establishment of service and development projects at the national level, and the implementation of social developmental initiatives in collaboration with civil society organizations.
The civil work aims to achieve development targets that assist the Egyptian state in supporting the most needy segments under the global economic conditions.
