The enactment of Law No. 3 of 2024, overseen by H.H. Dr. Sheikh Sultan bin Muhammad Al Qasimi, Supreme Council Member and Ruler of Sharjah, focuses on the reorganisation of the Police Science Academy in the emirate of Sharjah.
As per the law, the content of Article 7 from Law No. 5 of 2014, which pertains to the restructuring of the Police Science Academy in Sharjah, is replaced with the following provisions:
The Police Science Academy Council is tasked with the following responsibilities:
1. Formulating the academy's general policies and approving strategic plans to ensure its development aligns with its designated duties.
2. Appointing, promoting, and terminating the services of faculty and training staff, adhering to the conditions and procedures outlined in the academy's regulations.
3. Approving regulations for engaging lecturers from recognised universities and colleges outside the faculty members to teach specific accredited subjects.
4. Sanctioning the appointment and termination of services for those holding leadership and pivotal positions within the academy.
5. Approving the admission process for new students and establishing a disciplinary system, including dismissal procedures.
6. Validating the certificates and academic degrees granted by the academy.
7. Approving the training plan for new recruits referred to the academy from police departments within the emirate or other emirates.
8. Sanctioning the annual training plan to enhance the competency of police personnel across various ranks and specialties, both academically and practically.
9. Approving the formation of committees for discussion, judgment, and the creation of individual or collective reports on scientific theses.
10. Authorising the admission of students dispatched from within or outside the country.
11. Approving financial, organisational, and internal regulations, along with all relevant laws and systems governing the academy.
12. Approving agreements, partnerships, and contracts entered into between the academy and other entities.
13. Establishing permanent or temporary committees to carry out assigned tasks and responsibilities.
14. Establishing a committee to select officer students from applicants aspiring to join the academy.
15. Ratifying the annual budget and the final account of the academy.
16. Taking suitable measures concerning proposals and recommendations submitted to it by the scientific council.
17. Undertaking any other responsibilities delegated by the Ruler or the Executive Council of the Emirate.
The law also specifies that the content of Article 10 in Law No. 5 of 2014 is to be replaced with the following:
The Council of the Police Science Academy is empowered to appoint a director, chosen from senior officers with a high academic qualification, through its decision. The appointed director will oversee the academy and be tasked with the following responsibilities:
1. Proposing the overall policy for the academy and supervising its implementation post-approval by the council.
2. Suggesting the necessary internal regulations for organising the academy's operations, covering administrative, financial, and technical aspects, including regulations for new academic and applied programmes. The director is also responsible for overseeing the implementation of these regulations following council approval.
3. Developing the organisational structure of the academy and presenting it to the Executive Council of the Emirate for endorsement.
4. Proposing the design of uniforms and badges for officer students and newcomers, subject to approval by the council.
5. Overseeing expenditure from the academy's budget in line with approved allocations.
6. Supervising the administrative and technical components of the academy.
7. Presenting the training plan for new recruits referred to the academy from police departments, whether within the emirate or any other emirate, to the council for approval.
8. Proposing the annual training plan to enhance the capabilities of police personnel at various ranks and specialisations, both academically and practically, and submitting it for council approval in coordination with the General Command of Sharjah Police.
9. Proposing plans and programmes to ensure the development of the academy's operations and its staff, submitting them for council approval.
10. Executing the decisions of the council and any directives or recommendations issued by it.
11. Drafting the annual estimated budget for the academy and overseeing the preparation of its final account, submitting both for council approval.
12. Preparing an annual report on the academy's activities and achievements, aligning with established annual plans and objectives, and presenting it to the council.
13. Monitoring regular reports and recommendations from the scientific council, taking necessary actions accordingly.
14. Approving the dismissal of a student based on the recommendation of the scientific council.
15. Undertaking any other tasks delegated by the council.
The law directs the substitution of the wording in Article 12 of Law No. 5 of 2014 with the following:
The Scientific Council is assigned the following tasks:
1. Proposing the admission criteria for students and recommending the conferral of academic degrees.
2. Proposing the overall policy for postgraduate, undergraduate, and applied bachelor's programmes, suggesting modifications, and regulating the coordinating measures between them. The council also oversees their execution after receiving approval.
3. Recommending study curricula for both undergraduate, applied bachelor's, and postgraduate levels, as well as refining training, core, and supplementary courses.
4. Equating subjects previously undertaken by students in universities or equivalent educational and training institutions.
5. Proposing schedules for study, training, and examinations, forming committees, endorsing results, and making decisions, subject to approval from the council.
6. Recommending the appointment and assignment of teaching and training staff, reviewing faculty promotion requests at the academy, and submitting them to the council for necessary actions.
7. Nominating outstanding academy officers for advanced postgraduate studies.
8. Proposing a plan for scientific and applied research, specifying supervisors to achieve the academy's mission and objectives.
9. Establishing scientific supervision committees for students' research in the postgraduate studies programme, discussing and gaining approval from the council.
10. Evaluating and deciding on educational process-related cases not covered in the academy's regulations.
11. Approving the results of scientific publications arbitration.
12. Reviewing matters referred to it by the council or the director and providing suitable recommendations and proposals.
The law also mandates the replacement of the content in Article 15 of Law No. 5 of 2014 with the following:
For admission to the academy to pursue a Bachelor's degree in Police Sciences, applicants must meet the following requirements:
1. Be a citizen of the United Arab Emirates and possess a family book.
2. Hold a General Secondary Certificate in either the advanced or elite track with a minimum grade of (75%), or in the general track with a minimum grade of (80%), or an equivalent qualification.
3. Maintain good conduct and behaviour.
4. Successfully complete the national and reserve service programme.
5. Fall within the age range of (17) to (22) years at the commencement of the academic year.
6. Pass the physical, medical, and personal fitness examinations determined by the academy.
7. Not have resigned or been dismissed from the academy for any reason.
8. Not have been previously dismissed from another college or public service through a final court judgment or disciplinary decision.
9. Not have been convicted through a final judgment of a crime or misdemeanour against honour, trust, public morals, or been dismissed from the police by a final judgment or decision.
10. Have a height of no less than (170) centimetres.
11. Successfully complete the standardised tests set by the Ministry of Education.
The Executive Council of the Emirate may, by decision, introduce, modify, or revoke one or more conditions outlined in this article based on the council's proposal.
